The Blueprint for an AI Bill of Rights is a non-binding framework released by the White House Office of Science and Technology Policy (OSTP) in October 2022. It articulates five principles intended to guide the design, use, and deployment of automated systems.
The five principles are:
- Safe and Effective Systems: Protection from unsafe or ineffective AI systems
- Algorithmic Discrimination Protections: Prevention of discriminatory outcomes
- Data Privacy: Protection from abusive data practices
- Notice and Explanation: Knowledge that AI is being used and understanding of its impact
- Human Alternatives: Ability to opt out and access human fallback
While not legally binding, the Blueprint influences federal agency practices, corporate policies, and state-level AI legislation. Many MNCs reference it in their AI governance frameworks.
