Any communication made in support of or in opposition to a clearly identified candidate or measure (as referenced in ORS 260.005 (10)(c)), with the bill specifying that such communications are covered regardless of aggregate expenditure thresholds, ensuring the disclosure rules apply broadly to campaign-related content irrespective of spending amounts.

A candidate is clearly identified if the communication includes their name, video, photograph, drawing, or fabricated media depicting them, or if their identity is apparent by unambiguous reference.
