Definition
A coordinated public–private institutional entity tasked with providing advisory services, training, testing infrastructure, piloting capacity and cross‑sectoral assistance to public agencies and private actors. The action plan proposes establishing or strengthening such a centre to support procurement, model documentation, sandboxes and capacity building.
