Definition
An inter‑agency body established by the federal government, composed of federal ministries, development institutions, experts, and other stakeholders, responsible for reviewing applications for ELRs, approving regulatory exemptions, defining monitoring and safety requirements, supervising implementation, and recommending regulatory adaptations based on experimental results.
