High-impact AI
Systems in critical sectors with potential for substantial harm.
Definitions (12)
AI systems used in critical sectors—such as healthcare, finance, public safety and critical infrastructure—that have the potential to cause substantial harm or significant adverse impacts. The term is used to prioritize stricter oversight, sector-specific risk stratification and additional governance measures for such deployments.
AI systems whose functioning can materially affect individuals' life, health, fundamental rights, or essential economic outcomes and therefore are subject to enhanced safety, impact-assessment, monitoring, and mitigation obligations under the law. The classification triggers requirements such as risk-management procedures, impact assessments, and potential registration/notification.
A statutory category for AI systems that may pose material risks to life, bodily safety, or fundamental rights; used to trigger binding obligations such as mandatory safety management, risk assessments, reporting, and other compliance duties under subordinate rules.
AI systems that may have a significant effect on human life, physical safety, or fundamental rights, identified through sectoral and risk‑based criteria specified in the Enforcement Decree; MSIT confirmation that a system is high‑impact triggers specified obligations (e.g., impact assessments, mitigation duties).
A consolidated risk category for AI applications whose use could have significant consequences for individual rights, safety, civil liberties, or critical mission outcomes; designation as high-impact triggers the memorandum's mandatory minimum risk management practices (e.g., testing, monitoring, access controls, documentation, and contingency/discontinuation plans).
Uses of AI where the system is a principal basis for agency decisions or where failures could have significant consequences for safety, civil rights, finances, or national security; agencies must document the rationale for designating systems as high‑impact in procurement records.
AI systems whose deployment has the potential to substantially affect individuals' rights, safety, livelihoods or the operation of critical services, and which therefore require heightened oversight, risk assessment and governance measures.
AI systems that have the potential to substantially affect fundamental rights, public services, or critical infrastructure; designated by their potential societal impact and therefore subject to proportionate oversight, testing, and human-in-the-loop controls.
An AI system that significantly affects or poses a risk to human life, physical safety, or fundamental rights, and is utilized in critical domains such as healthcare, energy, transportation, employment screening, loan reviews, and biometric analysis.
Refers to AI systems that may significantly affect human life, physical safety, or fundamental rights, or pose a risk thereto, including applications in energy, healthcare, medical devices, and critical decisions.
High-Impact AI systems are those identified by the AI Basic Act as having the potential to significantly affect human life, bodily safety, or fundamental rights, or posing risks in critical domains such as healthcare or transportation, requiring specific regulatory considerations.
High-Impact AI systems are defined as those whose outputs serve as a principal basis for decisions or actions that have a legal, material, binding, or significant effect on an individual's rights or safety. This category encompasses AI applications related to national security, protected speech, and access to government benefits, requiring robust risk management and safeguards.
