AI systems whose use is widespread and poses limited potential for harm to individuals or society; such systems are intended to be governed primarily via non-binding guidance, standards and market-based measures rather than binding EU-level rules. The appreciation recommends leaving low-risk areas to voluntary frameworks and best practices to avoid unnecessary burdens.
