Major Data Processing levels (UHL, EHL, OHL)

Scale tiers (UHL/EHL/OHL) that determine obligations and oversight.

Definition

A three-tier classification of large-scale processing used to calibrate obligations: Ordinary-High Level (OHL) for 200–999 data subjects, Extra-High Level (EHL) for 1,000–4,999, and Ultra-High Level (UHL) for over 5,000 or specified major sectors. Each level carries distinct registration fees, audit frequencies, and compliance obligations under GAID.
