Definition
Influence which appreciably impairs a person's ability to make an informed, autonomous decision and that causes or is reasonably likely to cause "significant harm" (including physical, psychological, financial, social or legal harms). The term is used to assess whether an AI application's effects meet the objective/effect‑based threshold of Article 5 prohibitions.
