Non-discrimination is an express principle governing application of the police-use title. It forms part of Article 1’s rights-compatible framework rather than an optional design preference.

Non-discrimination is expressly identified in Article 1(2) as a governing principle alongside fundamental-rights protections. It protects against unjustified differential treatment in the application of the police AI framework.
