The Non-Personal Data Authority (NPDA) is the Committee's proposed independent regulator empowered to maintain open metadata registers, administer Data Business registration, prescribe anonymisation and interoperability standards, adjudicate access disputes, enforce compliance (including fines and remedial orders), and coordinate with data-protection and sectoral regulators.
