The Strategy defines a two‑phase implementation: Phase 1 (2022–2023) focuses on foundational building blocks—ELSI frameworks, pilot infrastructure, initial talent programs and targeted sector pilots—while Phase 2 (2024–2027) emphasizes scaling infrastructure (GDCC integration, HPC capacity), expanded R&D and scholarships, and broad sector adoption and commercialization.
