Platform operator

An entity that provides, manages, or hosts a platform enabling data sharing, data processing, model training, or service delivery, responsible for access controls, security measures, and contractual interfaces between data providers and data recipients. The Guidelines identify platform operators as key contractual parties with specific duties for governance, traceability, and compliance.

An online service operator that enables content publication or interaction and implements algorithmic ordering or ranking affecting users and creators, subject to transparency and information duties under the law. The definition identifies entities obliged to disclose main ranking parameters and commercial terms.
