Definition
A four-level classification (unacceptable, high, limited, minimal) used to calibrate obligations and scrutiny: unacceptable uses may be prohibited, high-risk systems trigger mandatory impact assessments, documentation, registration/notification and stricter oversight, while limited/minimal risk attract lighter obligations.
