Definition

The 'special regulatory environment' is a time‑bound administrative regime permitting controlled testing and development of AI systems with temporary, objectively necessary derogations from otherwise applicable legal requirements; its operational rules, selection and evaluation procedures, and safeguards are to be prescribed by Cabinet regulations. Projects within this environment are subject to prescribed technical, organisational and data safeguards and may be excluded for specified reasons.
