China's State Council issued the New Generation Artificial Intelligence Development Plan in July 2017 to guide national AI development through 2030. The Plan also sets out supporting measures including financing and fiscal/financial guidance, standards and intellectual property support, regulatory and ethical research, workforce and education policies, public engagement, pilot demonstration projects, and construction of evaluation and safety assessment capabilities. Responsibilities are allocated across central departments — notably the Ministry of Science and Technology (which hosts the AI planning office), the Cyberspace Administration, MIIT, NDRC and other ministries — together with provincial and municipal authorities.
