Summary
The National Strategy for Research and Innovation 2024-2026 (hereafter the Strategy) is Cyprus’s short-term strategic framework to accelerate research and innovation performance, exploit national and European research infrastructures, and strengthen the link between science, industry, and society. Prepared by the Deputy Ministry of Research, Innovation and Digital Policy (DMRID) with input from the Research and Innovation Foundation (RIF) and a broad public consultation (launched 24 November 2023 and closed 5 December 2023), the Strategy was approved by the Ministerial Council in December 2023. It builds on the 2019-2023 Innovate Cyprus framework and aligns with the Smart Specialisation Strategy 2030, the European Research Area (ERA) priorities and Horizon Europe objectives.
The Strategy is structured around five high-level pillars: (A) World-class institutions and infrastructures for ground-breaking research, (B) Linking research & innovation (R&I) with businesses to fuel market success, (C) People as drivers of growth for the R&I ecosystem (talent, careers, gender equality), (D) Positioning Cyprus as an R&I leader in the EU and beyond (internationalisation, bilateral agreements, cooperation) and (E) Thematic priorities and smart specialisation (sectoral focus areas). Priority thematic domains include digital technologies, innovative materials, agri-food, shipping, renewable energy, space, health, and the environment; these are drawn from the Smart Specialisation Strategy and national competitive advantages.
Implementation is supported through an Action Plan with concrete measures: mapping and better use of research infrastructures, targeted funding calls for strategic RIs and Centres of Excellence, programmes to support technology transfer and spin-offs, schemes to attract and retain talent (including scientific visa facilitation), and incentives to increase private sector absorption of R&I. The Research and Innovation Foundation remains the operational funding and programme implementing body; the Deputy Ministry provides strategic oversight, policy coordination, and monitoring.
Monitoring, evaluation and performance indicators are embedded in the Strategy and the accompanying Action Plan; reporting mechanisms, timelines and KPIs are specified to measure participation in EU programmes, the number of spin-offs, commercialization outcomes, R&D expenditure as a percentage of GDP, and infrastructure utilization rates. The Strategy emphasises open science practices, gender mainstreaming, inclusiveness, and alignment with ERA actions. Where relevant the Strategy references cooperation with EU bodies, ESFRI/ESFRI Landmarks, and commits to negotiating targeted bilateral R&I agreements.

The National Strategy for Research and Innovation 2024-2026 provides a concise, focused programme for strengthening Cyprus’s research and innovation ecosystem over a three-year period.
