Italy - Digital Transformation Strategy

Overview

Italia Digitale 2026 is Italy’s national digital strategy embedded in the national recovery plan (PNRR / "Italia Domani") and defined in March 2021. It establishes five measurable national targets to be achieved by 2026: 70% digital identity adoption, 70% basic digital skills, 75% of public administrations migrated to cloud services, 80% of essential public services available online, and full ultra‑broadband coverage for households and businesses. Implementation Framework

Implementation is milestone‑driven and tied to PNRR disbursements. The PA Digitale 2026 platform acts as the operational gateway for calls, candidatures and project reporting for local administrations. Public administrations required to migrate to cloud must prepare and submit migration plans to the Dipartimento and AgID and must adopt certified cloud service providers or the PSN. The Transformation Office provides on‑site assistance and technical support to local entities. Procurement is centralised where possible to ensure scale, security and interoperability; the strategy also anticipates new institutional tools (e.g. state‑owned ICT companies and shared service models) to deliver technical capacity. Standards, guidelines and mandatory rules for identity, APIs, data sharing and security are issued by AgID and other technical authorities to ensure uniform implementation and compliance.

Monitoring and Evaluation

Monitoring relies on the PNRR reporting architecture and on dedicated monitoring units inside the Dipartimento per la trasformazione digitale. Progress is measured against milestones and targets specified in the PNRR and the strategy document; central monitoring includes milestone reporting, financial progress tracking, and targeted audits. The strategy itself is a policy instrument and does not create new criminal penalties; however it establishes funding conditionality and administrative oversight mechanisms.
