Implementation Framework

Implementation proposed under NAISR 1.0 is phased and multi-stakeholder. As a strategic roadmap, NAISR 1.0 is not itself a penal instrument and does not create new administrative or criminal sanctions. Where AI systems affect regulated sectors (banking, health), existing sector regulators retain authority over compliance, licensing and penalties. Relationship to Other Instruments

NAISR 1.0 is designed to align with the Philippine Development Plan and other national strategies (digitalization and industry strategies).
