Overview

The Asia-Pacific Economic Cooperation (APEC) is a premier regional economic forum comprising 21 Pacific Rim economies, dedicated to promoting free trade and sustainable economic growth. In response to the transformative potential and inherent challenges of Artificial Intelligence (AI), APEC has increasingly focused on developing a comprehensive approach to AI governance within its broader digital economy agenda. This involves fostering an environment where AI technologies can thrive while ensuring they are developed and utilized responsibly, ethically, and inclusively for the benefit of all member economies and their populations.

AI Governance Mandate

APEC's mandate in AI governance is rooted in its commitment to an open, dynamic, resilient, and peaceful Asia-Pacific community, as articulated in the Putrajaya Vision 2040 and the Aotearoa Plan of Action. The organization recognizes AI as a key driver of technological advancement, innovation, and economic prosperity, with the potential to significantly reshape economies worldwide. Consequently, APEC leaders and ministers have called for strengthened cooperation and concrete actions to enable economic growth that benefits all, emphasizing the need for a proactive, balanced, and human-centered approach to AI. This mandate includes mitigating risks related to safety, trust, reliability, accessibility, ethical considerations, and ensuring that AI development supports sustainable development and inclusive growth.

Key AI Instruments

A central instrument guiding APEC's AI governance efforts is the APEC AI Initiative (2026-2030). Endorsed by APEC Economic Leaders, this initiative serves as a joint step towards advancing successful AI transformation within the region, building AI capacities at all levels, and cultivating an investment ecosystem for resilient AI infrastructure. The Initiative's strategic direction is articulated through objectives focused on fostering resilient economic growth by advancing AI innovation and promoting secure, accessible, and reliable AI ecosystems.

Another foundational instrument is the APEC Internet and Digital Economy Roadmap (AIDER), which provides a framework for technological and policy exchanges to promote innovative, inclusive, and sustainable growth in the digital economy, and to bridge the digital divide. Integral to AI governance, particularly concerning data, is the APEC Cross-Border Privacy Rules (CBPR) System. This system, which has evolved into the Global CBPR Forum, establishes unified privacy standards to facilitate secure and compliant cross-border data transfers, crucial for AI development and deployment while safeguarding personal data.

Implementation Mechanisms

The primary body driving APEC's digital economy and AI agenda is the Digital Economy Steering Group (DESG). The DESG facilitates discussions and cooperation among member economies on digital regulation, online safety, sustainability, and AI policy cooperation. It advises senior officials on the implementation of the APEC Internet and Digital Economy Roadmap and coordinates efforts across various APEC fora and sub-fora to integrate and advance the APEC AI Initiative. Implementation also involves capacity-building initiatives, public-private dialogues, and the sharing of best practices to enhance digital and AI literacy among businesses, including Micro, Small, and Medium Enterprises (MSMEs), and public sector personnel.

Member Engagement

APEC fosters robust member engagement through ministerial meetings, leaders' declarations, and working group discussions. The 2025 APEC Digital and AI Ministerial Meeting, for instance, saw member economies step up cooperation on digital policy challenges, including AI governance. These engagements reflect the diversity of legal systems and policy approaches in the region, while underscoring a shared urgency to create interoperable, forward-looking digital frameworks. Collaboration extends to sharing comparative insights, benchmarking opportunities, and promoting partnerships with the APEC Business Advisory Council (ABAC) and the Pacific Economic Cooperation Council (PECC) to enhance coherence and impact.

Discussions revolve around managing harmful online content, misinformation, and abuse, acknowledging their disproportionate impact on vulnerable groups. Furthermore, APEC is examining the environmental footprint of AI and digital infrastructure, exploring how policy and innovation can reduce the sector's impact. Data privacy and cybersecurity remain critical, with ongoing efforts to strengthen cross-border collaboration and ensure interoperable data governance. Future Directions

Looking ahead, APEC is committed to further advancing the APEC AI Initiative (2026-2030) to unlock the full potential of AI as a catalyst for economic growth. Future directions include fostering resilient economic growth through AI innovation, promoting secure and reliable AI ecosystems, and building AI capacities across all levels. There is a continued emphasis on promoting access to the benefits of digital technologies, such as AI, to improve health for all and strengthen collaboration to broaden access to digital health tools. APEC will continue to encourage economies to explore collaborative approaches towards inclusive AI transformation, laying the foundation for a society where everyone benefits from technological advancements.
