G7 - AI Governance Framework

Overview

The Group of Seven (G7), an intergovernmental forum of major economies, has proactively engaged in Artificial Intelligence (AI) governance, primarily through the Hiroshima AI Process. This initiative, launched in May 2023, aims to address the opportunities and challenges presented by advanced AI systems, particularly generative AI, by fostering safe, secure, and trustworthy AI globally. The G7's approach emphasizes human-centric AI development aligned with democratic values, human rights, and the rule of law.

AI Governance Mandate

The G7's mandate in AI governance is rooted in the recognition of AI's transformative potential while acknowledging the need to manage its risks. This involves shaping an inclusive governance framework for AI, promoting an open and enabling environment for AI development, and ensuring that AI systems maximize benefits for society while mitigating potential harms. The G7 commits to a risk-based and forward-looking approach, safeguarding intellectual property rights, promoting transparency, and addressing disinformation.

Key AI Instruments

The core instruments of the G7's AI governance efforts are the Hiroshima AI Process International Guiding Principles for Organizations Developing Advanced AI Systems and the Hiroshima AI Process International Code of Conduct for Organizations Developing Advanced AI Systems. These documents, welcomed by G7 Leaders in October 2023, provide guidance for the responsible development and deployment of advanced AI. Additionally, the G7 has developed a "Toolkit for Artificial Intelligence in the Public Sector" to aid governments in safely and responsibly adopting AI. A Reporting Framework for the Code of Conduct was finalized in December 2024 and launched by the OECD in February 2025 to monitor voluntary adoption.

Implementation Mechanisms

The G7 promotes the voluntary adoption of its Guiding Principles and Code of Conduct by organizations developing advanced AI systems. Implementation is fostered through multi-stakeholder consultations, engaging governments, academia, civil society, and the private sector. The G7 collaborates closely with international organizations such as the Organisation for Economic Co-operation and Development (OECD) and the Global Partnership on Artificial Intelligence (GPAI) for the development of monitoring tools and mechanisms to ensure accountability.

Member Engagement

G7 member states actively engage in AI governance through various ministerial meetings, including the Digital and Tech Ministers' Meetings, which discuss and endorse key AI policy frameworks. Leaders' Statements provide high-level political direction and commitment to the Hiroshima AI Process. The G7 also engages with guest countries and international organizations, fostering broader international alignment and cooperation on AI governance.

Current Focus Areas

The G7 is currently focused on advancing the Hiroshima AI Process Comprehensive Policy Framework, which includes project-based cooperation. Key areas of focus include the implementation and promotion of the International Guiding Principles and Code of Conduct, developing and utilizing the AI Toolkit for the public sector, and establishing mechanisms to monitor the voluntary adoption of the Code of Conduct. Discussions also extend to AI's impact on the world of work, aiming for human-centered development and use of AI in employment.

Future Directions

The G7 is committed to reviewing and updating its AI instruments, such as the Guiding Principles and Code of Conduct, to ensure they remain relevant in the face of rapidly evolving AI technology. Future work involves further elaborating the Comprehensive Policy Framework, fostering global interoperability between AI governance approaches, and addressing new challenges and opportunities in AI. The G7 also aims to gather broader support from diverse actors beyond its members, including developing and emerging economies, to build inclusive global AI governance.
