In an own-initiative investigation of the DeepSeek AI application, the Hellenic Data Protection Authority found by Decision 18/2025 that Hangzhou DeepSeek Artificial Intelligence Co., Ltd. falls within the scope of the GDPR under Article 3(2)(b) and ordered it to appoint a representative in the EU under Article 27. On 29 May 2025 the Authority announced that the company had appointed Prighter EU Rep GmbH, Vienna, on 28 May 2025.
