Procedures and technical systems, including logging and an attribution database, for determining which party or parties are responsible when AI systems cause harm—especially in complex deployments involving multiple developers, deployers, and infrastructure providers. The mechanism supports rapid identification, liability allocation (including joint and several liability), and evidentiary needs for compensation and enforcement.
