Under An act to amend the election law (S.8400-A) and Minnesota HF 4772, dissemination requires broad reach, defining the action as spreading information widely or entering into a contract or agreement to widely share a deep fake. In contrast, Mississippi SB 2577 and AN ACT relating to crimes and offenses creating an offense for the nonconsensual dissemination of an intimate image trigger the concept at a much narrower, individual scale. Under Mississippi SB 2577, transmitting a digitization to just one other person through any physical or electronic method constitutes dissemination. Similarly, under AN ACT relating to crimes and offenses regarding intimate images, making content available to any third party qualifies as dissemination, excluding solely private displays shown exclusively to the person depicted in that image.

As defined in section 250.40 of the penal law, 'disseminate' refers to the act of spreading information widely. In the context of this bill, it applies to the distribution of synthetic media.
