Definition
A set of foundational capabilities identified to accelerate national AI adoption, comprising partnerships (govt–industry–academia), talent pipelines, cross-agency data infrastructure, R&D and compute resources (including testbeds), and trust & governance instruments (e.g., governance frameworks and toolkits). These enablers are intended to unlock datasets, skills, and institutional capacity for AI deployment.
