A national AI ecosystem defined as the interaction between government, industry, academia and civil society (quadruple helix) to co‑design use cases, share datasets, mobilize investment, and coordinate implementation across sectors and regions.

The memorandum frames 'ecosystem' as the interconnected public, private and academic actors, data infrastructures, and funding instruments needed to develop, deploy and govern AI in Poland. It encompasses institutions, technical infrastructure, funding mechanisms and collaborations that collectively support national AI policy objectives.

Ecosystem refers to the governed collection of architectures, standards, interfaces and institutional roles that enable cross‑sector collaboration, interoperability and coordinated development of shared digital public sector services.
