Uses of AI identified as 'high-impact' or 'high-risk' in the Plan include contexts such as healthcare and medical device software, automated decision-making affecting government services, biometric systems and other settings where harms to rights, safety or livelihoods may occur; such uses are subject to enhanced oversight, sectoral review and possible targeted regulatory interventions.
