AI applications identified as posing significant risk to individuals' rights, safety, or access to essential services; such systems are subject to enhanced oversight, mandatory risk assessments, certification, stricter documentation, and potential deployment restrictions under subordinate regulations. The Act uses a tiered risk-classification approach to determine which obligations apply to these applications.
