The Estratégia Digital Nacional (EDN) is Portugal’s national strategic framework to guide digital transformation to 2030, approved by Resolução do Conselho de Ministros n.º 207/2024 on 30 December 2024. It sets vision, principles, four dimensions (People, State, Companies, Infrastructure), 16 initiatives and a 2025–2026 Action Plan and explicitly includes an Agenda Nacional de Inteligência Artificial to be operationalized from 2025.

Overview

The Estratégia Digital Nacional (EDN) is Portugal’s statutory strategic framework for the digital transformation of the country to 2030, formally approved by Resolução do Conselho de Ministros n.º 207/2024 on 30 December 2024. The EDN sets a national vision, seven guiding principles and a four‑dimension architecture (People, State, Companies and Infrastructures). It includes a bi‑annual Action Plan for 2025–2026 with 49 actions across 16 initiatives and outlines a governance model centred on a ministerial Council for the Transition to Digital and Modernization and a monitoring platform called the Digital Blueprint. The EDN also includes Initiative #10 — the Agenda Nacional de Inteligência Artificial — to be presented and operationalised in early 2025, which emphasises ethical, scientific and infrastructure components for AI. For the official publication and annexes see the government portal (Resolução do Conselho de Ministros n.º 207/2024) and the EDN overview (Estratégia Digital Nacional).

Definitions

Key definitions used by the EDN are purposefully broad and operational: "Digital transformation" refers to economic and social changes enabled by digital technologies; "Digital services" denotes public services that can be provided via electronic channels; "Digital infrastructure" covers connectivity (broadband, 5G, submarine cables) and compute (cloud and high‑performance computing) resources; "AI" refers to a family of methods and systems for automated decision making and prediction including machine learning and large language models; the "Agenda Nacional de IA" is the EDN initiative to coordinate national AI policy and investments. The Strategy aligns these definitions with the EU's Digital Decade terminology, adopting SMART targets and measurable indicators for 2030.

Governance and Institutional Framework

The EDN institutes a multi‑tiered governance model. Politically, the Council of Ministers for the Transition to Digital and Modernization (CM‑TDM) retains approval and top‑level oversight (EDN – State dimension). Operational governance consists of interministerial coordination, initiative leads (public agencies and ministries), and monitoring through the Digital Blueprint platform. The Strategy contemplates studying and potentially establishing an Agência Nacional para o Digital to provide centralized execution capacity and to coordinate public sector digital policy (Initiative #11). Specific bodies cited for execution and technical support include the Agência para a Modernização Administrativa (AMA) for public digital services and the Fundação para a Ciência e a Tecnologia (FCT) for research computing and IA infrastructure projects (AMA, FCT).

Key Focus Areas

The EDN focuses on: (1) Skills and inclusion — raising basic digital skills to targeted levels and increasing ICT specialists; (2) Public sector transformation — digitalising all services that can be provided online, expanding Chave Móvel Digital coverage and simplifying administrative processes; (3) Business competitiveness — promoting SME uptake of cloud, big data and AI and supporting digital innovation ecosystems; (4) Infrastructure and resilience — deploying nationwide high‑capacity connectivity, submarine ring projects (CAM) to connect mainland, Azores and Madeira and expanding national computing capacity; (5) Responsible AI — operationalising an Agenda Nacional de IA structured around Innovation, Talent and Infrastructure with priority actions such as a national Portuguese LLM, an AI research factory and dedicated compute procurement; and (6) Ethics, security and sustainability — requiring approaches that protect fundamental rights, ensure cybersecurity and promote environmental sustainability. These focus areas are translated into 16 initiatives and 49 actions in the 2025–2026 Action Plan, with an estimated direct investment of c. €350–355 million (excluding some IA and Agency investments).

Implementation Framework

Implementation rests on: (a) initiative leads assigned in the Action Plan; (b) a monitoring platform (Digital Blueprint) to aggregate indicators and publication of progress; (c) staged procurement and public‑private partnerships to deliver infrastructure and computing resources; (d) cross‑cutting policy instruments to align public procurement, research funding and vocational training; and (e) dedicated projects for AI (LLM development, IA factory) overseen by research bodies (FCT) in collaboration with government. The Action Plan lists measurable milestones (e.g., number of digital services, targets for Chave Móvel Digital) and funding split across PRR, Connecting Europe Facility and other instruments. Execution responsibilities combine ministries, AMA, FCT and other public research and sectoral regulators.

Monitoring and Evaluation

The EDN mandates monitoring via the Digital Blueprint, which will publish indicators, progress on initiatives and periodic reports to CM‑TDM. The Strategy adopts SMART metrics aligned with the EU Digital Decade (80% basic digital skills, gigabit coverage, public services online) and commits to regular review cycles and Plan‑of‑Action updates. Monitoring responsibilities are distributed: initiative leads submit progress data; the monitoring platform aggregates and publicises results; CM‑TDM reviews major deviations and authorises corrective measures. The EDN anticipates annual or biannual public reporting and peer reviews with EU instruments.

Penalties, Liability, and Appeals

As a governmental strategy (RCM), the EDN itself does not establish new administrative penalties or novel liability regimes. Instead, compliance and accountability for actions under the EDN operate through existing legal frameworks: GDPR and data protection authorities handle privacy breaches; sectoral regulators (health, finance, telecoms) apply their statutory enforcement where regulated services are implicated; and public procurement and administrative law govern contract and project delivery. The Strategy emphasises transparency, auditability and use of established legal remedies and appeals under Portuguese administrative and sectoral law. Any operational measures (for example procurement conditions for AI projects) will be subject to existing enforcement and redress mechanisms and to national procurement rules.

Relationship to Other Instruments

The EDN is explicitly aligned with EU initiatives such as the Digital Decade / Digital Compass and is designed to interoperate with national instruments (Decree‑Law 49/2024 on digital public services, PRR allocations, and other sectoral laws). The RCM situates the EDN within the broader XXIV Government programme and cross‑references prior governance instruments, while the Action Plan references funding sources such as the PRR and Connecting Europe Facility. The Strategy also anticipates coordination with upcoming national instruments for AI (Agenda Nacional de IA) and with potential future statutes that implement EU digital or AI regulatory frameworks.

International Alignment

Portugal positions the EDN within EU digital targets and governance (the "Década Digital 2030" and related EU policy), signalling adoption of comparable indicators and participation in multi‑country projects (connectivity, research infrastructure). The EDN states an intent to leverage EU funding instruments and to align national AI governance with European ethical and regulatory initiatives. International cooperation is emphasised for submarine cable projects, research partnerships, and cross‑border digital public services interoperability, consistent with EU recommendations on digital sovereignty and open strategic autonomy (refer to the EU Digital Decade and Council documents for parallel targets).

Portugal's National Digital Strategy (Estratégia Digital Nacional or EDN) is a government policy framework that guides the country's digital transformation efforts across the public sector, businesses, and for its citizens, aiming for a digitally advanced nation by 2030.

The EDN primarily guides public sector bodies, ministries, and agencies like the Agency for Administrative Modernization (AMA) and the Foundation for Science and Technology (FCT) in their digital initiatives. It also aims to influence and support Portuguese companies, particularly Small and Medium-sized Enterprises (SMEs), and citizens through digital skills and services. Key directives include the government's commitment to digitalising all public services and simplifying administrative processes. It also aims to boost business competitiveness by promoting the adoption of cloud, big data, and Artificial Intelligence (AI) among SMEs. A significant part of the strategy is the operationalisation of a National AI Agenda, focusing on ethical, scientific, and infrastructure components, including plans for a national Portuguese Large Language Model. Furthermore, the EDN mandates investment in nationwide high-capacity digital infrastructure and computing resources, all while emphasizing ethics, security, and sustainability.

The strategy was approved on December 30, 2024, and its initial Action Plan runs from January 1, 2025, to December 31, 2026. The National AI Agenda is expected to be presented and operationalised in early 2025. Since this is a national strategy rather than a specific law, it does not introduce new penalties. Instead, accountability for actions taken under the EDN falls under existing legal frameworks, such as data protection laws (like the General Data Protection Regulation or GDPR), sectoral regulations (e.g., for health or finance), and public procurement rules for government projects. A practical pitfall for businesses is to understand that while the EDN signals significant government priorities and future directions, it doesn't immediately impose new direct legal obligations or penalties on private companies. Instead, it sets the stage for future specific laws, regulations, or procurement requirements, particularly concerning AI and digital services, which businesses should monitor closely.
