Public‑sector services delivered electronically to citizens and businesses, designed to be end‑to‑end where feasible and centred on user needs; encompasses services offered by national and local public bodies under common standards and interfaces.

Data-driven, interoperable, and user-centered services provided by public authorities that use eID/eSignature and open standards to enable seamless access to government services. The strategy defines this term to prioritize interoperability, reuse of data and human-centered design in public administration digitalisation.

Means government-delivered online services, improvements to user experience, interoperability of public sector systems, reuse and publication of administrative data and strengthening of open data portals and interoperable digital registers as envisaged by the Action Plan.

Digital public services are interoperable electronic government services designed to automate life‑events and deliver public services online, following open standards and interoperability principles. The Plan emphasises their development, integration across administrations, and measurement against Digital Decade targets.
