Definition
A single nongovernmental organization or consortium (which may include federally funded research and development centers) selected by competitive solicitation to operate day-to-day NAIRR functions, including managing the public portal, provisioning resources, staffing operations, implementing policies, and producing annual reports under contractual obligations to the Program Management Office.
