The government body designated to implement and enforce the amendment: the Gabinete Científico y Tecnológico (GACTEC) acts as the registry and oversight authority, with the Secretaría para la Tecnología, la Ciencia y la Innovación Productiva (SETCIP) as the operational secretariat responsible for registration, complaint intake, reviews, suspension orders and issuing implementing procedures.

The executive‑designated administrative authority responsible for preparing implementing regulations, determining operational modalities, administering the observatory's functioning, making required budgetary adjustments, and adopting measures arising from OFIA's reports. The bill entrusts this Authority with drafting enabling regulations and detailed procedures to operationalize the observatory.
